South Dakota Legislature schedule: Property tax, school levies, medical cannabis bills up Thursday

MITCHELL, SD (Mitchell Now) — South Dakota lawmakers have a busy Thursday, Jan. 22, at the Capitol in Pierre, with multiple committee hearings starting before 8 a.m.

The House Taxation Committee meets at 7:45 a.m. to hear HB 1032, which would remove a limit on carrying forward unused taxing authority, and HB 1036, which would limit annual valuation increases on owner-occupied single-family homes and other nonagricultural property.

At 8 a.m., the Senate Education Committee will consider SB 85, which would require an election for a school district’s excess tax levy, along with SB 84 on Partners in Education Scholarship thresholds.

Also at 8 a.m., the House Health and Human Services Committee is scheduled to hear HB 1053, which would require terminal care facilities to allow terminally ill patients to use medical cannabis, plus two other health-related measures.

At 9 a.m., Senate Judiciary takes up SB 2, a proposal stating a firearm silencer is not a controlled weapon under state law.

At 10 a.m., House Local Government will hear HB 1004 (county commissioner recall) and HB 1030 (municipal election timing), among other bills. That same hour, Senate Commerce and Energy will hear SB 6 (reemployment benefit duration) and SB 63 (state apprenticeship office).

The House convenes at 2 p.m., and a Joint Memorial Service is scheduled for 3 p.m. in the House chamber.
